Jaaku arrived in the Tsuchikage's palace and asked permission to see her. He walked up the winding steps, pushing his hands into his pockets. As he neared the Tsuchikage's office, he paused, inhaled, then proceeded. He knocked on the door, waiting for permission to enter.
"Yes, come in." She commanded as she turned her chair around waiting for Jaaku to come in. "Your here to ask about this mercenary thing again, aren't you?" She asked filing the last of her paperwork on her desk.

Yes. I know you're against it, but I wish to make more money. My father has fallen ill and his medical bills are expensive. I know I could make more money if I were to take on mercenary jobs. Jaaku paused and looked at the Tsuchikage. He then turned his eyes down and said, "My purpose is not to cause havoc but to help my family financially."
"You know people will think of you as a Missing Shinobi." Kurotsuchi frowned standing up and looking out the window. The whole idea of having such a type of shinobi was another one of those hard decisions as a Kage.

Yes, I know. I'm not asking that you exempt me from this, but that you not think of me as an enemy. I could never harm the village that I grew up in; that my family lives in. I know it's a strange thing to ask for, but I feel I can better take care of my family by taking missions from private contractors. Jaaku looked the Tsuchikage in the eyes once more.
She sighed. "Fine, but I'm setting down three rules." Kurotsuchi frowned writing it down as she said them.
"Rule 1: You must report to me weekly with a letter or in person. Rule 2: If you do not report to me, you will be placed in the Bingo Book and will be a Missing Ninja. Rule 3: You must find a constant ally."

Thank Lady Kage, you won't regret this. Jaaku took the paper but wondered over the ambiguity of the last rule. When you say that I must find a constant ally, do you mean that I should find someone to travel with, that I must constantly find an ally of the village, or that I must be a constant ally of the village?

Jaaku folded the paper, placed it in his pocket, and exited the office. As he closed the door, he took one last look at the Tsuchikage and walked out. He made his way out of the palace and to the door, waiting for the embrace of the sunlight to warm him on such an emotional moment of his life. He loved this village very much, but knew he had to leave in order to care for his family.
Kurotsuchi frowned as she finished up the last of her paperwork. She hadn't gotten that much hands on since the invasion of the Chinese. Iwagakure was in dire need of repairs and was the stones used to build the many homes were becoming run down. Kurotsuchi looked out her window at the village and sighed. It was time to make some changes around here. Her father, Kitsuchi, walked into her office with more paperwork. "I got another batch of missions here for you to sign." He told her placing them down on her desk.
"Father, how does the village look to you." She asked. "It could use some work, but I mean it is the gre-"Kitsuchi replied. He stopped himself watching his daughter walk into the room which held the sacred stone of Iwagakure. She grabbed the rock, floating it above her open palm with her chakra. "If Iwagakure was to be attacked like Kumogakure, do you think we could manage?" Kurotsuchi asked, frowning at the rock in her hand.
"Honey.." Kitsuchi sympathetically said grabbing the rock from her. "Iwagakure is like this rock-" He said closing his hand with the rock in it. "-We are weak if we think we are." He told her crushing the rock in his hand. "Father! That is the Sacre-" Kitsuchi put one finger up to make her be quiet. "Yet like the earth, no matter how hard you try to bend it, break it, mold it-" He paused crushing the pieces once more. "-destroy it. The Earth will come back stronger than before." He said opening his hands as the hand was back to normal. He placed the rock down on the mantle and walked out of her office. Kurotsuchi's mind snapped as she sat down at her desk. "Change." She whispered.
The bird perched on the window , and Kyuu leaned over it's side to knock on the wooden frame. "Tsuchikage-Sama!" He smiled, happy to see a friendly face inside the office he was at. "I've come to get an errand from you~" Kyuu chimed, excited to get some sort of task from the Kage herself.
Kurotsuchi sighed hearing Kyuu's voice. She was in the middle of finalizing the plans for renovating the village. After a brief pause, she came up with a revelation. "I got a perfect task for you." She turned around holding 5 scrolls. " I want you to deliver these scrolls immediately to each of the 5 divisions, one of which is your blast corp." She explained handing him the scrolls.
"What kind of scrolls am I taking along?" Kyuu asked, taking the scrolls, and placing them into his spare back pouch. "Secrete missions? Something we got to blow up? New art!?" He was excited with the last bit, if there was new art coming to the village he would be oh so pleased.
